Bhishma took a vow of serving the throne without sitting on the throne himself. His purpose of not sitting in the throne was a sacrifice so that his brothers can be te king. Eventually his brothers died and there was nobody to take the throne. Hence, the whole purpose behind the vow held no meaning at all.
